Cleburne County Detention Center Overview

The Cleburne County Sheriff's Office operates the detention center at the sheriff's complex in Heber Springs. The official detention-center page describes the jail as a county detention facility under Captain Ken Speratos, with one Jail Administrator, full-time detention officers, a medical assistant, and an administrative clerk. The jail's mission is to provide a safe, secure, and humane setting for officers and inmates.

The facility holds pretrial county detainees, sentenced local jail inmates, probation and parole violation holds, warrant arrests, court holds, people brought back to Cleburne County for trial, and state-sentenced or waiting-list inmates when applicable. The detention-center page says the jail does not house juveniles. It can house male and female inmates, but current local practice places long-term male inmates locally and sends long-term female inmates to White County Jail in Searcy.

Cleburne County Detention Center Population

The current sheriff detention-center page states a capacity of 70 inmates. A 2019 sheriff operational plan gives the deeper capacity history: 82 physical beds, 63 secure operating spaces under the plan, and up to six trustees in a non-secure trustee area. The 2020 Association of Arkansas Counties Local Government Inmate Cost Report listed Cleburne Detention Center capacity as 63 and total inmate days as 13,640 for calendar year 2020.

The sheriff's 2019 plan explains why a jail with physical beds can have lower safe operating capacity. Classification needs can prevent the jail from placing sex offenders, violent offenders, work-release or trustee inmates, medical-needs inmates, women, and protective-separation inmates in any open bed. A count that looks close to capacity can be more serious than it appears because small housing groups must stay apart.

Cleburne County Jail Visitation

The current detention-center page says the Cleburne County Detention Center does not offer in-person or face-to-face visitation. All visits use a kiosk system that can be reached from an internet-capable device or from a fixed kiosk in the jail lobby. Video visitation and e-messages are handled through JailATM.

The sheriff FAQ page still contains older Saturday and Sunday face-to-face visitation and visitor-list rules. Because the detention-center page is more current and says no face-to-face visitation is offered, family and friends should treat the current page as controlling and call the jail before relying on old schedule details.

Cleburne County Jail Mail Money

Non-legal and non-commercial mail for Cleburne County jail inmates must be sent electronically through JailATM.com or mailed to the JailATM scanning address. The detention-center page says regular mail is opened, scanned, delivered electronically by kiosk or tablet, and then destroyed. Legal and commercial mail still goes directly to the facility. The inmate's full name and inmate ID must be clearly printed where required, or mail can be lost or routed incorrectly.

Inmates use commissary accounts to buy phone cards, underwear, socks, commissary goods, and other approved items. The administration division manages commissary accounts. The jail does not accept outside food or clothing.

Cleburne County Detention Booking

Cleburne County Jail Conditions

The 2019 sheriff condition release gives the strongest local history for the facility. It described three construction phases, recurring Jail Review Committee concerns, classification limits, plumbing problems, lighting issues, staffing shortages, and outgrown space. It also said the jail had no medical holding cells or disciplinary holding cells where a prisoner could remain more than 16 continuous hours.

The jail's work and trustee programs are more than boilerplate. Trustees cook, clean, do yard work, and work on vehicles. Some inmates perform work for the City of Heber Springs and Cleburne County to help pay fines and court costs, including roadside trash collection. Full-time jail officers attend a 56-hour Jail Standards class and receive CPR, self-defense, and first-aid training; several detention officers are also reserve deputy sheriffs.
